The whole conversation was kind of clear, the government wanted her to do so. They even pushed the Hospital's director for giving her a small room with lab stuff she needed. She was twenty-four and maybe doing one of the most important things for the government. She had one vial at least but there might be more that they had not told her about yet. The thing was that she had to be careful to figure something out. It was just that not everyone agreed. The government had them all sign a secrecy contract. For their safety, for her safety for everything and they did before the government told the five in the room, that was including her, to sign before they would talk about it. And when the government dropped the idea of what was happening and that the four heads of department should be ready to help in case Nimue needed it, one had been very silent.
She shook the hands of the three people from Neurologic, Anesthesiologic and Haematology as they left and thanked them for the opportunity. The fourth remained and stared at her with such an intense hatred that she wasn't sure what it was about. Was it because she was a woman? Because she wasn't Japanese? Because she had no speciality as she stopped after the six years of medical school and decided to be a pro-hero and focus on learning while during practice? Was it because she was only twenty-four, albeit almost twenty-five but that would not change a thing for sure.
It was clear to the government person, his name was Yamamoto Nimue believed that this wasn't going to be solved by simply asking the person to leave. And it took a bit of a restrain from Nimue herself to not sigh out loud. She was the perfect one for this job, she had managed to get it herself, she had managed to actually be here and be still alive after making enough enemies and for the first time in her life, she might even say so. She would always just shut her mouth and wait and be okay and apologize but she did not feel like this for now. This person had to work for his own department and he was important there so he should do his job there but she had no such thing and she was on a sort of sabbatical from the school because of the fact that she was lost. Not that either of these men needed to know that but that was beside the point. She could be here, she was able to put all the time in the world into it. Did no one understand? Did no one know of them what she had all figured out? She had worked with the Pathology department before to fix the needles, work on the bandaid and so on. Now the bad guys so to say took much M.A.R.I.N.E. and god knows how much more and they needed to create a medicine and they needed to do that quick. Because she had been on non-active because of her father's death and because the wounds she had already lost precious time and she was not ready to make a discussion about it that would take ages.
Yet she did not say anything and watched Yamamoto to see how he would start the conversation.

Bureaucracy had always been Riku Yamamoto's least favorite part of the job.
The trickle down of orders lead only to nuisances and impediments, both of which usually impeded the Public Safety Commissions primary goal of protecting the Japanese people. Fortunately, under Chairman Teshigawara's firm hand, they'd managed to gather quite the momentum in the previous years. Yamamoto would not see it stopped anytime soon.
With the acquisition of samples related to a potential bioweapon, now was no time to drop the ball. They needed the best people they had access to working on it - and they needed them working on it fast. The four department heads of Tokyo Central Hospital were some of the top picks for the task. Yet, they alone wouldn't be quite enough, in the eyes of Yamamoto and Chairman Teshigawara. No, for this, they needed someone more familiar with the intricacies of Quirks at the helm. Someone young, fresh, and readily on hand should lead the charge.
The #3 Hero was a solid pick.
It was a simple enough idea, but the execution was more than a little rough. After all, they needed her to not only head the research efforts, to be coordinate well with her fellow doctors. As Nimue Nakahara introduced herself to the department heads, Yamamoto spotted the problems right away. Although 3 of them readily shook her hand, the 4th simply lingered away from her, glaring daggers deep into her. He was obviously not fond of her, which aligned with the complaints the PSC had already received. A troublesome obstacle, and one that couldn't be remedied easily.
Yamamoto would just have to put his faith in Witch Doctor to handle herself.
"Well. Now that we're all more or less acquainted, let's go over things again." The government man uttered in a stern but somewhat welcoming tone. He earned the attention of the other doctors, even Doctor Mori, the head of pathology. "As you know, I'm Yamamoto, Director of the Public Safety Commission's Medical and Biosecurity Division. I'll be your main contact with the commission throughout your research." All good so far. Though Mori looked unamused.
"The research efforts here, led by Nimue Nakahara, will be into acquired samples of the potential bioweapon 'MARINE'. Your goal will be to determine its effects, the means by which it can be administered, and how big of a threat it poses to biosecurity. Ideally, we'll even be able to figure out how it works too. As you know, this project is extremely important. We cannot afford to waste any of the samples we ha-"
"Then why's she at the head of it?"
Well, that was quick.
Mori interjected rudely, Yamamoto glancing towards the doctor.
"Ryuutaro Mori. Head of Pathology. Given the scale of the threat that MARINE might pose, does it really make sense to put someone inexperienced and under-qualified at the forefront? Is this even her job?" His tone was harsh, as he glanced aside to Nimue.
Very quick, indeed. Yamamoto looked to Nimue himself, curious how she'd respond. "Well, her assignment came from the top. I'm sure she can justify her own being here." He offered in a faux accusatory tone. He wanted to see if the Witch Doctor really could take what this little project might throw at her.

The daggers didn't stop, she could feel it. Really if he wanted to be so damn obnoxious about it, she had rather that he spoke. But she tried to keep her face as neutral as possible and look at Yamamoto for now. It would be fine, at least the government send a reasonable man and a smart one too so it would be fine. She just wanted to convince herself that there was no reason to open her mouth, to snap at it, to point out that just because she was young and a hero, she did not have any less experience. Maybe it was because she had taken small steps that the head of pathology thought her to be not good enough. Only thinking small, no she thought about things that were necessary and that was this thing too.
It was easy to sigh and do it when no one heard it as Mori quickly interrupted Yamamoto and continued to introduce himself. She had not worked with him, but with his department, so maybe he did not even know her. Maybe she would have to put more of a fight into this. If she wanted to be and remain truthful to her own studies, she should be able to do this. God, it was on the tip of her tongue to just wave at the man that called her she, while she was within the room. He talked as if she was a puff of air. She would mutter a simple prayer under her breath for patience as she would not manage to do it else. She looked shortly at the other three doctors who looked uncomfortable about the situation, yes, it was an uncomfortable situation and she shortly looked at Yamamoto.
"Aren't we all underqualified for something we do not understand, doctor? We all have no information about MARINE so we all start from the beginning right?" She tried to say as calm as possible, she would push him right into the facts if she had to, they did not know what it was, only rumour could tell them what happened, but it was dangerous and it was special. "I might have not as much experience as you do," Which is obvious you old fart, I am much younger. Wow. Okay, she needed to calm down, everything had put her right on edge and this wasn't her. She took a sip of the glass in front of her, Doctor Mori simply seemed to wait for her to continue, how polite, no need to interrupt now right? "But I did the same education as all of you, the seven years of basic training in Medical school, after that I started as school nurse on U.A. I didn't go into any further specialization as you all did because I wanted to focus on general practitioner for quirkers which isn't there. The experiences of these two years at the school," Eh it was more like one and a half as she wasn't there from the start but only Yamamoto might know, "Has given me more insides of how quirks work and the system than simply learning from books. Thereby it might be something you have missed my name on, Doctor Mori, was it me that helped the Pathology department to work on finer needles and bandaid for those with mutations or transformations or any other sort of quirk to make the life of the sick as well as the doctors easier. I could even continue with that being the head of a department means you have a lot of duties while I have little at this point in time, meaning that I have been picked as a candidate because of that as well as the fact that it was I who got it and showed promising work before."
Right, she needed to calm down, this was going wrong. So she shut her mouth, took another sip and looked shortly at Yamamoto again before back at the table, how wrong was this going now?

Yamamoto remained quiet, observant and curious, as Nimue responded to the old doctor's objections. The other three doctors looked uncomfortable, but as far as Riku was concerned, this was a necessary show of force. If she wanted to work well with all these trained professionals, Nimue needed to be able to prove her worthiness to them, despite their objections. She needed to be able to stand her ground against them.
In that sense, Ryuutaro Mori was a useful tool for him. The doctor huffed at Nimue's first claim, seemingly very unimpressed. "That's entirely irrelevant. There are countless people more qualified in researching unknown substances, countless people who could understand it better and quicker." The doctor claimed aggressively. Nimue stood her ground, however, conceding that she didn't have the same experience. Even then, the woman made sure to note her achievements and education, Yamamoto smiling slightly to himself. Here it was, what he was looking for.
Nimue had to contend with the fact she wasn't as experienced as the older doctors. It followed naturally that she'd have to justify her assignment to this role, however she could. The woman listed off her education, and explained why she hadn't specialized further. Furthermore, she elaborated on how exactly that gave her the proper and unique experience to study MARINE. Quirks weren't an easy thing for just any doctor to jump into, and she herself pointed out times when her experience had aided them in the past. Doctor Mori gritted his teeth a bit in frustration at her words, Yamamoto let her finish speaking, before offering his own words.
"Nakahara-san is correct. Chairman Teshigawara selcted her specifically to avoid disrupting other activities in any kind of... Noticeable manner." Yamamoto would admit, though didn't add much more to her defense. Rather, he looked to Mori to see if he had anymore to say.
"I'll concede you have some unique experience for this task. But a few good notes in your record is hardly any substitute for the decades of experience other doctors have." The man huffed, crossing his arms and staring down Nimue. "Besides, you've spent most of your professional years playing Hero, right? Why should you be here in the labs instead of specialized, focused doctors. This MARINE stuff is no small thing, we need our best people on it. Not for it to be a little side project for some costumed superhero." Really getting into it now, Yamamoto noted.
He'd have to apologize later to the other doctors for Mori's behavior.

How was that entirely irrelevant? She proved again and again that she could do the research, she did the research in his department and a scowl was obvious visible on her face. But she tried to stay calm, this did not work because he clearly wasn't there for a reasonable conversation, all she wanted to ask him who he had in mind, but the answer was obvious. He would and that annoyed her to the very maximum point of her being. Without her, there would be so much less and they wouldn't even have MARINE and she was glad that the government at least saw the point in that and asked her for help instead of casting her aside with a good job and just bye. She had to point out the reasonable side of this instead of snapping into the ridiculous arrogance that this man had so she simply continued with acknowledging that she had less experience but that it did not make her less valuable.
She had to calm down though, the speaking and the considering that he found her not good enough wasn't helping. she did not want to flare her nostrils as she knew that she would do that when she was angry. She needed to remain calm and she talked to Iwayo in her head who tried to consider the same, shutting up Uphondu who just wanted to yell it was their right as they got it and that they would prove that she could do it without a stick in the mud like this guy. It was funny, but she could not smile or giggle about it, so she had to stay neutral. So she had pointed out the use of her open-minded act, the experience of working at Yuuei and what she had done before and once she finished speaking, it wasn't Doctor Mori who talked to her but it was Yamamoto who seemed to agree with her. She looked shortly at Riku, see that was also a thing why she liked being picked herself, taking a break from the school, trying to consider if she wanted to focus on being a doctor or not made it that she had to consider such a thing and this would maybe help. She gave him a short smile before turning her attention to the Doctor again who wasn't done talking.
She had to resist to roll her eyes and she hoped that her display would not change the opinion of the other doctors. "It shows exactly why I am suitable for this, Doctor Mori." She tried to be calm, but god this was so close to a mean remark that she got, she never felt this way but this was hers and she was going to keep and take it. "It is the modern eye that has to look at the MARINE that we have, the old experience will do us no good, that is to say, it is, of course, a good thing in general but it might make us biased to be open to the new things. MARINE will probably have something to do with Quirks and it is to say that all my experience has to do with the understanding of quirks and making life easier for people with them, especially transformations or mutations. That is to say that even if I have no decades of experience, I have experience and that is in this case necessary to focus on something so quirk influenced." She gritted her teeth as he had not finished after that and she had to retord to that as well or maybe better simply rebuttal, "I spend most of my professional years being a school nurse, thank you very much." She said the last part a little too quickly and she shouldn't have, "Which is without a doubt a very hard job on a school that trains students excessively to understand their quirk and limits and should just not be shrugged off as a side project of some costumed superhero." That's what he said right? "Which again points out why I am a very good example of why I should lead this investigation and I still hope that we could count on your expertise as you seemed so focus on it, doctor Mori. We simply as a hospital cannot request for you to stay away from the important tasks you already have, better leave it to someone that can be missed." Here, she slammed his words back at him in the most friendly fashion she could say.

If he was displeased at the arguing that interrupted his briefing, Riku Yamamoto certainly didn't show it. A kind of passive intrigue was all that could be read on his face as he watched Nimue and Doctor Mori bounce off each other in the worst of ways. He could see the small expressions in Nimue's face, the slight signs of indignation at this call-out. He could hardly blame her, Ryuutaro Mori was being rather rude. However, it was entirely necessary.
On his part, Riku Yamamoto saw no reason to doubt the Chairman's decision. He'd trust his boss with his own life if it came to it. That being said, Yamamoto couldn't say the same for the others. Even of not all of them were as vocal as Ryuutaro Mori, there was no doubt that they all harbored some feelings of uncertainty at seeing someone so young take the lead on this extremely vital operation. They weren't as privy to Chairman Teshigawara's reasoning as Yamamoto was. Therefore, he saw at as his role to clear the air for all of them...
Putting Nimue in a situation where she had to forcefully defend her own reputation seemed a suitable way to do just that.
Of course, Doctor Mori wasn't going to be any kind of pushover. The next barrage that Nimue launched, at first, earned only another scoff from the other man. He wasn't fond of his experience being pushed aside, of this young 'Hero' coming in and declaring herself the best choice for the tasks at hand. However, she was quick to point out that her particular handling of Quirks made her a notably good choice for MARINE. Being the school nurse of U.A. was no small boast, and the teachers in the room certainly found themselves understanding that. The Heroics school was one of, if not the most important investments the government was making. If they trusted her with the medical care of those students, it spoke well of her ability to deal with Quirks...
At the end of it all, her decision to then point out her inevitable need for the experience of Doctor Mori managed to soften him up a little bit. A little flattery goes a long way. The old man crossed his arms, looking a bit less harsh, but still unconvinced.
"Hmm. I'll admit again, that you have the most appropriate skill set for this research. Your Hero work may well be better experience than I gave you credit for, too. For a less important project, I wouldn't mind that you're still relatively green and have other commitments. That being said... This is a project of the utmost importance." Her words had cracked his exterior, but he looked as grim as ever.
"This isn't your usual research. This is a project to secure the safety of the entire country from a potential bioweapon. Specialization will only get you so far. Experience is what helps people who have done important stuff like this do it again. So, when the stakes are this high, we need our most experienced people. Not a compromise. If you mess up, if you can't handle this, there's no second chances. No fill-ins, no pushing back the deadline. Government wants us to take a chance on you... But we can't take chances here. If you aren't ready, people might die."
His anger and arrogance faded somewhat, leaving his most genuine concerns at the forefront. He looked at Nimue with distrust above all else now. Distrust of the risk that she posed.
"So... Do you really think you're ready?"

There was so much to say and so much frustration in the air that she was afraid she would pick the wrong words again and again and make matters worse. She thought she would be better at the point of the discussion. But it was just rambling a mouthful of words all the time and hoping she would hit the jackpot. Yes, flatter brought people closer but it did not seem that she hit the right words when it came to this doctor. It felt like she made matters even worse. She squinted with her eyes, did he suddenly say that she had the most skill set and before she was the person with the least proper assets to know what she would do. And now she suddenly had the most skill set? The hell. Yes, hell, you gave no credit at all and now he suddenly made it all better, was that simply how flattery worked, because than he exactly took wrong what she wanted, hallelujah. She noticed how she locked her jaw, she wanted to say so much more. Who got them the damn M.A.R.I.N.E. Heh? Not him, he was sitting on his lazy chair doing nothing, oh for haven's sake she needed a drink or something. Seriously he was just trying to be pathetic. She crossed her arms again, "Thank you for seeing at least some sense in this but let me say it straight, this is no one's usual research. For as far as I know, none of us has really researched the QED stuff before." Because the hospital did not put any direct need in understanding and researching quirk issues. That's why she had made the whole research on making better bandaid, better needles and so on. He was a liar.
She had to stay focus and nice, because else she would not get anywhere. "No one is underestimating the situation." She looked at Riku for another moment, she did not know how to get past this point. "Look, I am sorry, I am probably don't know how to say this nicely but don't treat me like a child. Do you want to know what I had to do to get the bottle? How I cut my hands open to make sure the whole container of the stuff did not fall into the ocean? You don't have to point it out to me, doctor. If anyone knows how precious it is and how much we need to get it right it will be me, the person who got you the vial. That makes me also understand this precious situation very well, you might doubt it but I do think I am still ready and that I am also as capable as you are or any of the others. This is not a thing we can do alone, we still need to discuss things together but we are all at the starting point and that means I can just as well research it." This was the only thing she thought would help and she was also holy convinced it worked that way, and this was the only way she knew how to fix it.

Doctor Mori would once again respond to Nimue's claims with a huff of disapproval, clearly disappointed that she wasn't responding directly to his questions. "That's not at all what I meant. I'm well aware that this is unfamiliar territory, I was referring to the caliber of research this requires. This isn't your senior thesis, this is something of the utmost importance. The fact none of us have handled this particular case isn't the important part of what I was saying. The fact that some of us haven't handled anything nearly this important is what I'm concerned about." He took great issue with how she was responding, rather than her answer. It didn't quite seem like she was getting across to him on this occasion.
Nimue insisted she wasn't underestimating the situation, but the Doctor looked unconvinced and uncertain still. He all but scoffed as she talked about how she'd put in effort to get the container. When she was finished, however, he didn't offer a huff or scoff. Instead, he crossed his arms and sighed deeply. A pause of silence fell over the group of doctors, before speaking up again.
"You still don't get it. Yes, yes, I get it, this is a new situation. It's always a new situation. So what? But if a new disease pops up, do we start not caring about how experienced the doctors we assign to researching it are? As Head of Pathology, let me tell you, experience never stops being relevant. So at least have the decency to admit your disadvantage, instead of acting like it doesn't matter how experienced you are. You really think we aren't used to dealing with things new?" He seemed disappointed more than anything, at this point.
"I ain't trying to treat you like a child. I'll apologize for that, but it's not my intention. None of this is personal, Miss Nakahara. You wanna take it personally, fine, but I'm looking at the lives on the line here. " He raised a hand, rubbing the bridge of his nose. "Listen, all I wanna know is that we have the best people on the job... But in the end... I'm guessing I can't change shit."
Doctor Mori cast his gaze towards Riku Yamamoto, the other man shrugging lightly before speaking up.
"Chairman Teshigawara was quite adamant that Nimue Nakahara lead the research. As Head of Medical and Biosecurity, I can but follow his demands." The government man would respond in a light and innocent tone.
Doctor Mori sighed lightly again, before looking towards Nimue, a slightly softer look on his expression. "Then in that case, this whole argument was pointless. Sorry for interrupting. All I can do now is ask that you not underestimate the difference experience makes. You think you can lead this thing, fine, I ain't in a position to argue, it seems. But don't think we ain't used to dealing with something 'new'. Know your own limits, and know why I had to question them. You do that, we'll get along fine."
He leaned back, stopping his speech. Yamamoto smiled lightly, content with how things had proceeded. Doctor Mori was a talented man, but a bit too passionate for his own good. He genuinely did have the well-being of the public as his top concern, even if his manner was a bit rough. Nimue, on the other hand, needed to be more prepared to be questioned about her suitability. Mori wasn't wrong; Nimue was lacking in experience compared to the other medical staff there, so she'd need to grow very quickly into her role. She'd also have to work on dealing with such confrontations better, and with a more calm and understanding manner, seeing as this one had ended in forfeit rather than concession...
"Well, now that we've established that, I'll continue with what I was saying..." He continued to speak on, wrapping things up for the doctors present.
"As I was saying, we need to be very careful with the samples of MARINE we have. Testing is to use the samples conservatively, and is to prioritize determining how potentially dangerous MARINE is as a threat to biosecurity. The potential for its use as a bioweapon must be ascertained, and suggestions for countermeasures determined. The scope of research depends on how quickly you can work... If we can determine the affects and how it works, then we can begin working on countermeasures immediately. If there is difficulty in the first regard, however... Well, the Medical and Biosecurity Division is prepared to offer what help is required. That includes live test subjects... I mean mice, of course."[/color] He chuckled lightly, though his joke didn't land that well.
"Anyway, this is an important undertaking, as I'm sure you're all aware. Research is to begin ASAP, and regular updates on your progress are to be delivered to my Division. Any further questions or requests for assistance should also go through me. I can promise you, the Public Safety Commission will provide all the help they need... Any questions?"
If there were no more questions, Riku Yamamoto would excuse himself, leaving the doctors with all the relevant documents pertaining to MARINE, so that they might discuss their battle plan for researching the substance...
It was, quite evidently, going to be a difficult task ahead of them.
