Athenia didn't realize that she would be engaged in a fight with a pro hero. They're the hope that pro hero gives to the weak, and the inspired. Beating her here and now, means that pillar of hope--they've established will soon come crumbling down. The thought of such a tragedy made athenia giggle a little, after she got off of the ground, and on her two feet. Athenia had backed up a little. 4 feet apart from her opponent, and dusted herself off while this woman, called herself hellhound to her toys. Athenia side-eyed what was behind her, and a container is there in plain sight. Considering that, hellhounds quirk can allow her to propel herself. She took it to account, and begin to speculate the likelihood of doing it again. Using her jet flames to push herself towards athenia, and attempt to pin her down.
Athenia, despite knowing about a specific use of hellhounds quirk. She isn't sure what else this chick can do with it. She has to stay cautious, and avoid taking chances. Athenia stood with her arms crossed, as her chains were long gone, after the stunt that hellhound made. Once hellhound had begun to take a stance, with her shield, as soon as she activated her quirk once again to rush athenia with her shield. Athenia retaliated by taking a few leaps backwards, and jump straight up and landing on a container that was behind her. Attempting to avoid one of hellhounds rush moves. After she made her jump towards a container, athenia took her chance to perform a downward kick towards hellhound. Attempting to kick her in the head, and if she would block with her shield. Athenia would use that shield, and leap off of it, like a springboard. Appearing behind her, 5 feet away.

Athenia ran towards the container that was behind her, and jumped on it.
She performed a diving kick at freya. If it lands, athenia would've successfully kicked freya. If she blocks, she would use freyas shield as a springboard in order to give athenia some distance.

A ship's horn? It seemed for the most part they were running in the right direction. The containers around them made the area seem maze-like so unless you were very familiar with the layout it wouldn't be too unusual to get lost. They lost a couple more workers in their attempt to flee and she appreciated their sacrifice but now was not the time to dwell on it. The horned villain was hardly slowed down. Her efforts were not in vain however. As she was hoping to, she had managed to catch the attention of nearby police officers to aid them in their plight. Two of them engaged the violent villain while a third sought to escort them to safety. Or at least that's how it seemed like. In her opinion it was unusual that the policeman would direct the questions at her instead of the older dock workers. Surely explaining the situation was adult business right? Why ask the clearly young student? It made her a bit suspicious. "We were hiding from the rampaging villains when that big one found us. He said something about having a bit of fun before going down."She was still feigning to be in less ideal shape than she actually was, panting and breathing heavily. She wanted to give off the impression that she as just running on adrenaline at this point though in reality she still had plenty of energy in tank. It would just look weirder if she was fine and the others were in worse shape. Of course she didn't miss the fact that for some reason it was starting to get cold. She tried to inconspicuously figure out where exactly the frigid air was coming from because it was definitely unnatural. Was this another attack? If so where was the attacker? Her gaze shifted from the other civilians, to the police officer, and then to the surrounding containers. Just standing there wasn't a good idea. "Is there a safe area we can move to sir? It's getting awfully cold and the villains could still be close by."She didn't trust the policeman just yet. In fact while she was talking she made sure to stick close to the other workers. It was natural to stand closer to people to fend off the cold right? That and the workers have yet to outlive their usefulness. Ace was having a ball, punishing the cops for what she deemed to be their failures. So much in fact that she did not see the sneak attack into a second before it happened. Her clothes were very exposing, showing her skin, for one particular reason she did not need the grenades to use her gas it was actually expelled through her pores. The grenades were just a more efficient way to use her gas. So the moment she felt the air rustle her neck, she expelled her caustic gas out of her back's pores towards the person that kicked her, however, she was kicked nonetheless clutching the bat tightly and her college textbook. Falling down, she quickly caught herself and aimed her body to fall on top of an unsuspecting cop that was unfortunate enough to break her fall.
"Thanks, I won't gas you", she said to the cop that broke her fall, she meant it too, but he most likely had a spinal injury so it was not like he was getting away for free. However, she was no fool, she knew she had someone on her tail and her eyes quickly adjusted towards the area of which she was kicked in hopes the culprit did not move too far from the scene of such a hideous crime; making ace have to run around. "You should know better, all my life I was told I was a monster and want to know something about a monster? we do not die from a single kick; try harder", she said with a bit of sarcasm; she was not sure if it was a cop or a hero yet, since the attack was so subtle and she did not get a good look at the person unless they stood there; if they did stand there she would know it was a hero and then proceed to say "Well, if it isn't a pop star, are you not better off going home to play that game?", she said with spite.
TLDR:
Did not see her coming, however, felt her as she went in for the 'kill' and gased her
Took the kick, falling, and using an unsuspecting cop to not die from impact
looks up to the place she was kicked to see who it was, has choice words if they do stay.

"This is Heaven-on-High to all units! We're unable to confirm control over the Waterfront Railway Bridge! I REPEAT, we cannot raise the bridge! IOL Endeavour is on a direct collision course! Strongly recommend stopping that ship!"
While everything was going on, the heroes would receive various messages from their police radios. Most were reports of things going on where the officers were at. Some were messages to the others, requesting aid or backup if things were getting too rough on their end. Sadly, not every officer in need of assistance would get the help they needed. After all, everyone was busy with their various tasks. But those who were free to help out would do their best to rush to aid their fellow officers.
But would that help arrive in time?

"GYAAAAAHH!!"
One girl's safe landing was another man's unexpectedly sudden pain. The officer yelled out as Ace used the man to cushion her landing after being ambushed by Junko. Hearing the girl thank him and promise that she would not gas him did nothing to make the man's pain any less intense. "Fuck you! GAAAAH!" The man's back was definitely injured. To what extent, however, remained to be seen. The only thing that was clear was that it was bad enough to prevent the cop from moving and going after the villain.
However, there was a little bit of good news for the officer (and bad news for Ace). The other officers in the area heard the man's yell. They headed over to the source of the yell while still remaining cautious of any possible gas attack. Upon seeing Ace, the officers immediately aimed their guns at her. "DOWN ON THE GROUND! NOW!" They did not want to get too close to the villain, as they were not sure if she needed to throw the gas in the form of a grenade, or if she could produce and release the gas herself. Despite that, they were determined to fire if she so much as tried anything.
Still, even if she did try anything on the police and was able to distance herself from them, the blue heroine being there meant that it was unlikely for the villain to get very far without some kind of fight (assuming of course that Junko was able to avoid Ace's sudden gas attack after kicking her off the cargo box). Was Ace now cornered? Or did she have a trick or two up her sleeve to get herself out of this predicament?

"Oh damn! The kids aren't gonna believe this!" The crane operator was watching the chain girl's moves from a distance. Seeing Athenia suddenly get ambushed by a flaming hero, seeing the two about to throw down as the group of officers stood there and watched. This would make for a very entertaining moment in the otherwise dangerous and frightening work day.
Too bad that with how eagerly the man was watching that he did not notice a certain lunatic creeping closer and closer to him. But perhaps this was nothing to be concerned with? Even if the thug did hijack the crane, it wasn't like he knew how to operate it. So there was no danger here at all!
...Right?
One of the officers considered raising his gun to shoot down the criminal here and now. But with the heroine fighting the villain, he figured that it would be too risky to shoot. What if he accidentally shot the pro-hero? And he couldn't just warn her to get out of the way, since that meant letting the villain know what he was about to do, and thus letting her know to move out of the way. Gritting his teeth, the officer just stood there, mentally hoping for Freya to take the chain girl down.
Fortunately for him (or perhaps unfortunately), there were a group of troublemakers running around firing their quirks at the officers as they moved to escape the area. Now the officers had a job to do. One of them looked in Freya's direction and yelled to let her know that the officers would take care of these stragglers and to just focus on the chain manipulator.
And with that. Freya and Athenia were basically assured that their fight would not be interrupted. At least for now.

The officer listened as Otome explained the situation (or at least her version of the truth). The man was visibly disgusted. "I can't believe it! The nerve of some people! Don't worry, ma'am, my partners will make sure that the only fun that asshole is getting is in prison."
Everything was happening so fast. The officer knew that a lot of the people here were criminals. And there would be plenty of them who would think to pretend to be innocent to avoid capture and punishment. Still, there were a few who could actually be civilians. The officer did not know what to do. How to tell if this girl was lying? He did not want to let a criminal slip away, but he also did not want to be paranoid enough to put an innocent person in jail. For now, he would trust her, but keep an eye on her just to be sure.
"Yeah, it's getting cold all of a sudden. Just what the hell is happening?" Was this the work of a quirk user? Shivering, the man nodded. "Yes, we sh-should move. F-f-follow m-"
But before the man could finish his sentence, he noticed something. Something being thrown in this general direction. "GET DOWN!" Pushing Otome down to the floor, the officer sighed a momentary breath of relief. He had just barely managed to save her from what appeared to be an ice ball. But then he took a closer look at the frozen projectile.
It was the frozen head of one of the officers.
Horrified, he then turned in the opposite direction and noticed it. Three men, all armed with crowbars. Two of the thugs had coats on, while the third was donning a full body armor made entirely out of ice.
"How sweet, saving some girl like the white knight you are." The armored man sneered as he extended his hand outward. "Let's see how effective of a protector you are as an ice statue." With a gust of icy cold wind, the armored thug aimed at the officer's foot, literally freezing the man into place. "Sh-sh-shit, I can't m-move!"
While the other two thugs went to go threaten and scare the other civilians, the ice guy looked over to Otome. "Nothing personal, but I just really can't stand cops. So before I kill that idiot, I think I'll make him watch as I kill you." Readying an ice projectile, the thug then threw it at the girl, aiming to freeze her in place if she did not move out of the way quickly enough.
The other officers watched in horror as all this went down, but they were too busy trying to keep the ox man in check. It was safe to say that there would not really be anyone who would come to Otome's aid. She would have to deal with this on her own.
Or maybe not. It was a fair bit of distance away, but behind a certain container were a group of officers not too far from where Otome was. Perhaps the ruckus the icy thug was causing would eventually be noticed by them? Assuming of course that Otome knew to head to them. Assuming that the thug would let her escape so easily.

"Wait! Please don't shoot! We were trapped here when all this madness went down!"
The male masked assistant did his best to notify the police of their presence so that the trio would not immediately be shot at. Of course, the police found the masked trio to be very suspicious. "Masks off, now!" While the two assistants would immediately do so, Dr. Feelgood would hesitate. "It's only fair to warn you." "You will not like what you see. Brace yourself, please."
Upon seeing the doctor's face underneath the mask, the officer literally had to hold back the urge to vomit. "Oh my god, just what in the hell are you? Please, put the mask back on!" The doctor sighed. He was used to this kind of reaction, and it disgusted him. It was not as though the doctor had a choice in how he looked like! "This is the quirk we were born with. It's not like we asked for it!" "We did give you fair warning. And relax, we're a doctor. We have a license and everything if you must see."
Still very much freaked out, the officer very reluctantly led the trio to where the injured officers were keeping cover. "These people are apparently doctors. I guess it's your lucky day, huh?" Dr. Feelgood then waved the officer away. "We require space to operate. Step away, please." Once that was done, the doctor raised his left hand, which was currently gloved. As Dr. Feelgood slowly began to remove the glove, he gave the injured officers a warning. "We recommend you look away. This will not be a pretty sight."
Rather than a left hand, there was what appeared to be a large leech-like appendage with several tentacles. It was something that looked like it was ripped straight off of a sci-fi/horror movie. It expanded in size before spewing what appeared to be blood straight onto the injured officers. They all began screaming and shuddering in fear and disgust.
"What the hell do you think you're doing?!" But just as the officer was about to pull the masked doctor away, the female assistant quickly began to reassure him. "Please don't worry! That blood is completely clean and sanitary. And more importantly, it's a good healing agent!" One of the officers who was exposed to the gas began to yell out in shock. His arm, which had sustained damage from the gas, was slowly beginning to heal! "See? The doctor here knows what he's doing!"
Both Junko and Ace would be able to notice the doctor and his assistants. But what would they do about it? Would they ignore the doctor and just focus on each other? Or would someone try to stop him?
tl;dr:
Junko and Ace: It's fighting time! Go wild! Junko, stop that villain! Ace, fight back or try to get out of there!
Also, both are able to see Dr. Feelgood and his rather freaky quirk in action. Up to you if you wanna ignore him and focus on each other, or if you want to try to intervene (Junko: because he is a vigilante and he shouldn't be using his quirk in public like this; Ace: because he's essentially undoing all of your hard work and saving your victims)
Freya and Athenia: Thugs have arrived on the scene, but the cops are dealing with them. No one will help or hinder either of you. Continue your fight!
Also, there's a psycho trying to hijack the crane closest to you two, but it's probably nothing to worry about
Otome: Now you know the source of the cold! Too bad he's decided to come to you! With his cohorts trying to scare off your meatshields, the cops unable to come to your rescue, and ice armor guy going straight for you, it would be in your best interest to do something about it.
Also, now you're really close to where Junko and Ace are.

When the villain started producing gas from her pores, Junko quickly kicked her away and then quickly backed off before the gas could have any negative effects. Now, that she knows the villains quirk she needed to find a way to combat it from a distance. Junko climbed down the cargo boxes, the same way she climbed up. She wasnt crazy to jump down there.
The gathering police were a relief for Junko, it meant she had backup. She went around the cargo boxes to spot the villain, who said some cap about pop star "I am not one of those filthy sell out Pro Heroes, if that is what you mean. I am a servant of the people who is placing you under arrest. So surrender now, and maybe you'll get a lighter sentence for your actions" Junko said She gave the villain the option to surrender quietly. But if not, she would take drastic actions and continue to battle it out. Albeit from a distance.
If by some crazy miracle Ace did quietly surrender, Junko would handcuff her and knock her out by a blow to the head, in case she tried to make a sneak attack on Junko while they were close together. And of course if she took the more probably route and just attack. Junko would keep her distance to avoid any oncoming attacks
TLDR -Junko carefully climbed down and went around the cargo box to face Ace -Surrender quietly or else -Scenario 1: Ace comes quietly and Junko handcuffs and KO's her -Scenario 2: Ace decides to duke it out and Junko keeps distance and alertness for oncoming attacks

Welp that was short sighted decision on her part.
This girl is smart by making a distance between them. Her plan to pin her to the container was too simple and she used it to her advantage. Freya was now trying to find an alternative solution to this problem that lies before her. Though her jumping backwards and performing a downward kick does make her options simple and obvious.
She contemplated eating the hit so she can immediately counter her since she can take a few hits. But taking an unnecessary injuries should be avoided and she has other people to worry about. The officers gave her some wiggle room so this confrontation wouldn't be disturbed but one can’t be too careless with how hectic the situation is.
However blocking the hit would yield some results and avoid taking the hit. It would be the most obvious option and of course she would take it. She lifted the shield upward and blocked the kick, however she felt the villain kick off and use it vault over her.
Freya quickly looked behind her to see her land. Reacting quickly, she used her free hand to create a jet of fire to spin herself around and face the villain. She quickly generated a cape of fire behind her to aid her. Her cape was quickly converted it to more jets of fire to propel to increase her charging speed.
If she succeeds in her second attempt of charging at the villain, she would take her higher and slam her into one of the cranes. But if she missed the shield charge, she would attempt to transfer the momentum of her charge into a left kick and boosted it with her quirk.
She kept an ear on the Radio and heard the call go out. But with her hands full at the moment, she has zero clue on how to stop that damn ship. The hell was going on that ship?!
TLDR:
She blocked the downward kick.
Saw her vault behind her.
Used her quirk to continue her chase.
She charged at her again with a shield at a faster speed.
Scenario 1#: She slams into her and pins her to a crane.
Scenario 2#:She misses her shield charge again, and attempt to switch into a jet kick to send her flying.

Athenia had successfully pulled off her stunt, in order to avoid Freya's attempt to ram her into the container that was behind her. She's now on the opposite side, freedom to move wherever she pleases. There was a crane not too far from her before, she had vaulted away from Freya's attack. Athenia was ready to go for another round of her attempts of an attack. She figured out that with the shield in the way, she'll continuously use it to pin her down. It was something that she realized, shortly after her attempt in doing so, when her back was behind the container. The cops had front row seats to see this fight go down, but Athenia had better ideas. Instead of dealing with the woman's troublesome quirk.
She can use one of the cops as a shield. It was only far to fight fire with fire. A pro hero wouldn't hurt her own people, so it was the perfect plan. She needed to watch out for her troublesome speed. The pro hero made her second attempt at using her shield to charge towards Athenia. She retaliated quickly, by using her chains to grab ahold of the shield by wrapping her chains, where Freya was using her arm to apply force. By doing this, as Freya charged at her, Athenia would use her momentum to slide underneath her. She threw herself up in the air, after she performed a slide to avoid Freya's while. and targeted her chains once more at the crane, in order to grab onto it.
Once she had grabbed onto the crane, she had pulled herself up to appear on top of it. It was a game of tag with this woman, as she can't afford to waste her time with a troublesome quirk.
TLDR
Athenia used her chains as a whip to wrap it around the shield, in order to drag herself under Freya and sliding beneath her.
Athenia quickly got herself into the air and jumped onto the crane.

Perhaps more than anything that happened in the last few seconds Otome hated the most being pushed down and as a result getting her outfit a bit dirty. In the first place she was probably aware of the projectile heading their way the same time he noticed it. Still this was probably partially her own fault for playing the helpless card. She may have disliked the method but people voluntarily jumping in to protect her were still useful to have. At least until they had been rendered useless. She sighed internally when the officer who "saved" her found himself incapacitated so quickly. The new face on the scene had an Ice Quirk it seemed. That explained the coldness they were feeling earlier. The police was really so slow to act. It was almost as if they didn't expect that they would need to rescue or escort civilians caught in the crossfire during their little raid. But there would be time to berate them for their incompetence later. She had to deal with this little situation first. For starters those projectiles were a pain. She needed a shield of sorts or just somewhere to get cover. Her meat shields had been inconveniently separated from her the man closest was the officer on the ground frozen in place. She managed to get up on her feet but the villain seemed to think it was more amusing to "kill" her and make the officer watch before doing the guy in. Looking around quickly the closest cover she could use was the container near them. "No no no, no dying today. I've had a rough time as it is."She spoke with a kind of delirious tone like someone in disbelief at what was happening around to make it seem like she was out of it. At first it looked like she had turned around to run, but she actually spun all the way around and threw her bag in the direction of the villain's face in an attempt to throw his aim off. As soon as she let go, she made a break for the container just a few feet away to take cover from the ice projectiles that might be shot her way. Of course what she didn't expect was that on the other side of the container a different fight was underway. A hero accompanied by some more officers? She had walked into another fight. But at least this villain wasn't looking her way yet. There was something unusual about the air however. Though it had not gotten to her yet she instinctively reached for her handkerchief and covered her face. The weirdness didn't stop there. Not too far away from the conflict, the most bizarre scene was going on between some people with masks and some injured officers. Were they fighting too? It almost made her forget that she was also being chased. She really ought to keep moving, but between the two groups she was uncertain who was safer to approach. Or more useful, to be precise. But with how things were going so far someone might just go to her first. tl;dr Threw her bag at the ice villain as a distraction Ran behind the container since it was the only place to take cover Arrives to find the scene between Ace and Junko and more police as well as the doctor scene Probably caught people's attention if they were looking around Stats: Quirk (Strength/Durability/Regeneration) E, Range F, Mobility F

'and maybe they will give you a lighter sentence', what a joke that was to Ace's ears. A lighter sentence was five life sentences over fifty, sure, they will give her a 'lighter' sentence of one life sentence to make a mockery of her. What a joke. Her unrest and her anger were slowly building by this heresy. She bent down and grabbed the man she landed on and tossed him towards the cops with the guns "I do not break my promises, move him out the way", she said as the sudden thud of four metallic objects hit the floor and green smoke was filling everywhere around her and then some, making a little battlefield of the gas all over. The gas was moving in every direction and since so much was released spreading a little outwards ever so slowly.
She grabbed her gas mask and took it off and clipped it on her waist and her inhumanely large round eyes that were just revealed began to glow a bright red and green in the smoke, a quick grin showed off her razor-sharp teeth towards Junko and she began to talk. "Such a shame I have to fight a fellow mutant, I do not understand why you suffer being a mutant and support this stupid system", she said as her eyes locked onto Junko. "Eighteen years of hell, you look older, so you should have been much longer.", she let out a laugh as she took in a deep breath of the 'fresh' air and vigilantly kept watching Junko and began to walk towards her ever so slow dragging her bat against the floor so she could hear the metal of the bat hit the floor. She would hopefully scare her off since Ace did not like to hurt those that she felt was not responsible for her problems. However, she was not below fighting back, so if she did not flee she would raise her hands and shot out her nauseous gas towards her from the comfort of her gas battlefield that kept advancing towards Junko. If it did hit, Ace would try to scare the mutant away by saying it was cancer-causing chemicals or something else outrageous to make the hero flee.
TLDR
Gave a little speech
Throws cop away to keep promise before making a gas battlefield
walks menacingly towards Junko and attempts to hit the hero with F rank nauseous gas to scare her away not wanting to disfigure someone she sees as a innocent bystander.

"This is Commissioner Garo with an emergency message. IOL Endeavour CANNOT collide with that bridge! I repeat, it cannot! To all units, men, operators, and those onboard of the ship, we'll have to go full force in to make it in time! HQ Ship will make impact against the front of IOL Endeavour! Prepare for impact and evacuate when you can! Go full defense and do not let any of those containers or criminals get off that ship! We'll speed our engines, impact will commence in ten minutes!"
More messages on the police radio. It was clear that things were only getting more frantic everywhere. Officers all over were doing their best to control and contain the situation. Surely this madness could not last forever! No, every single law enforcement member was determined to quell the chaos, to finally put a stop to the craziness, to detain and arrest all the criminals that were either fleeing, fighting back, or both.
But just as the police and heroes were determined to put a stop to this, the criminals were equally determined, regardless of their individual goals. Whether it was to flee, to hold on to their goods, to fight, to kill, to blend in with the crowd and escape unnoticed, or just to cause trouble. The determination to persevere and to not let the law have its way was prevalent in every criminal, thug, and villain around. But could any of them actually achieve their goal while the police continued to flood the scene?
Regardless, it was clear that the fight was not yet over.

The officer whose back was broken by Ace falling on him continued to howl in pain. It was fortunate for him that, upon hearing the villain's command of getting the man out of the way, one of the officers quickly grabbed the man and dragged him out of harm's way, towards that creepy masked doctor. The injured cop could not believe that a villain would actually allow him to be taken out of harm's way! Most criminals were dishonorable and lawless scum, monsters who would not hesitate to attack, harm, maim, and kill. So to see that she had actually kept her word was surprising, to say the least.
Still, this changed nothing for the man. To him, Ace was still nothing more than a criminal, someone who deserved to be locked up. He looked towards Junko and yelled out to her while doing his best to ignore the pain. "Take her down, Blue Agate!" He then shuddered upon seeing the masked doctor, or at least that... THING that the man had for a left hand. Was that a... LEECH?! And WHY WAS IT SPEWING BLOOD?! OH GOD NO! The injured officer began to shiver. But it was not out of fear. Wait, why was it getting cold all of a sudden?
"Keep quiet and do not squirm." "We need you to remain still if we are to treat your injury." The masked doctor sighed. Of course these officers were ungrateful little shits. He was doing his best to treat their wounds while waiting for the officers' medical team to arrive and take over. And just how were they thanking his efforts? By glaring at him, shuddering in fear, and whispering among themselves trying to go unnoticed. Dr. Feelgood already had a sneaking suspicion that the officers planned to turn on him and try to arrest him the moment he stopped being useful to them. It disgusted him. This was one of the many reasons why he hated the law. They were all fortunate that the masked doctor was not cruel enough to abandon them in their time of need, and that he hated villains more to the point that he was willing to go out of his way to try to help these ungrateful cops.
As soon as the opportunity presented itself, Dr. Feelgood was determined to get out of here before the police even got the chance to try and corner him. But until then, he needed their protection. Especially with the area suddenly getting a bit chillier. On the other side of the container that he was hiding behind, he could hear a voice, presumably the one causing this cold. And then after taking a quick peek, he noticed it. Some thug covered in armor made out of ice, who was chasing after a young woman.
"Great, just what we needed." "More trouble."

While everything was happening, one of the crazier individuals was approaching the nearest crane. He had the most wicked grin on his face. He could not believe that those idiot cops failed to notice him. Well with those cops being occupied by that group of thugs, and the pro-hero busy fighting off a chain-using villain, the lunatic was able to creep around unnoticed. And now he had reached the crane! He snuck up to the operator. The poor fool, who was too occupied with watching the heroine and villain fight to actually be aware of his surroundings! Well he would now pay the price for his idiocy. Taking out a pocket knife, the lunatic forced the crane door open, covered the man's mouth before he could scream, and repeatedly plunged the knife into the man's chest until he bled out and died.
"Whoops! I hope you didn't have a family to return to or anything!"
Pushing the dead operator aside, the lunatic then took control of the crane. Being a former employee here was good for him, and bad for everyone else. Because that meant that this was not just some psycho who took control of a crane. It was a psycho who knew fully well just what it was he was doing. So while everyone else was distracted, he began to lift the nearest container, up as far as it would go.
"...Hmm, now where to drop this baby off?" There were so many options. The police were busy trying to fight off those group of thugs. Perhaps he could crush both groups like a foot on a cockroach? Or maybe that pro-hero and villain that were fighting each other? Hmm, decisions, decisions. Which to pick? After going through the dead man's pockets, finding the wallet, taking a coin, and pocketing the rest of the money, the lunatic flipped that coin.
But then the chain girl moved out of the way and went up the crane. "Damn it!" Now he couldn't hit her, and with the heroine in pursuit, she would not be able to get crushed either! Oh well, cops and thugs it is, then! The crane began to turn, with its incredibly heavy cargo being suspended right above the police and criminals! And with a push of a button...
"Ahahaha! Time to fall, baby!"
...the large container began to fall down towards the group. "Oh shit!" One of the thugs had noticed and began to run. But it was too late for him. Several of the cops managed to get out of the way of the falling crane in time. But an unfortunate few weren't so lucky. Two of the officers were crushed to death by the heavy crate, with all but one of the thugs crushed as well. One of the officers almost escaped, but his foot was crushed, and he was yelling out in pain, trying in vain to free himself. Several of the officers began to pursue the thug trying to escape, while the others were calling for the medics to arrive. They needed to get the officer out of there, but it was clear that he was not going to keep that leg....
And that was not even the end of their troubles...

"And stay down!" It was a tough fight, but finally, after so much struggling, the ox mutant had been restrained by the police. He was knocked unconscious, with several officers coming in to take the crazy man away. And now that they were free, it was time to check up on those civilians.
But as they hurried over, the police noticed the frozen officer, trying to free himself. The man quickly explained what had happened, pointing over to the general direction Otome and the ice guy had run off to. A few of the officers began to help free the man, while the others ran off, hoping that they could reach the armored thug in time, before he could turn that girl into an ice sculpture.
Ah, of course she would hide behind a container for cover. Who wouldn't think to do so? The ice guy sighed as he saw the girl's bag being thrown at him. He had easily blasted it out of the way, but it had succeeded in its purpose. Otome was able to move to the next container safely. "Don't think you can evade me forever." Freezing the floor immediately in front of him, the thug began to skate towards the container Otome had moved to. He wasn't a good skater by any means, but it was good enough to provide him a decent speed boost. "It won't be long till I catch you. And then what are you going to do?"
But then the ice thug noticed something that would knock his sense of confidence down a notch or several. Cops all over, a blue woman that was no doubt a pro-hero, some gas emitter girl, and these masked people. Well it was the police that were making him nervous. So he shot out several ice projectiles. Some at the injured police, one at Otome, a few at Junko, and several at the uninjured officers. Shit, he did not want to take on all of these cops!
But perhaps he would not need to. He looked over at Ace. It was clear that she was a villain. The man smiled as he began to approach her. "Hey there! You look like you're having a fun time! Mind if I join ya?"
The nearby officers immediately took out their guns. The gas villain was already bad enough. But this ice guy too? They did not want Blue Agate to possibly get teamed up on. No, they were going to assist her. They began to fire at the ice armor, hoping to keep the lunatic away from the other villain. However, his armor proved to be effective enough to protect the thug from the weak bullets. Not to say that they could not damage it at all, as the armor did show signs of damage. However, this damage was minor enough for the thug to be able to ignore for the moment.
Would Ace ignore this guy and continue focusing on Junko? Or would she like the idea of having an ally and choose to help the guy out?

And if that was not bad enough, the heroes and officers would now have one more thing to worry about.
"All units, be advised! Unidentified hostile has taken remote control of a... railgun... aboard the IOL Endeavor, proceed with caution and take cover when you hear the command, I'll tell you all where it's aiming when it fires, over!"
The container yards were not as close to the ship as the unloading area was. So surely this meant that the people in this area were not in any danger, right? If there was anyone who was thinking or hoping that this would indeed be the case, then a few stray shots from the railgun would make them groan in disappointment as they ran for cover. Most of the stray shots flew on by without hitting anyone or anything of note, being little more than a sudden jumpscare.
However, there were a few who weren't so fortunate. The lunatic operating the crane jumped up in fear upon hearing the firing sounds of the railgun. He suddenly found the crane being hit. It was beginning to fall over! If Athenia was still on top of said crane, she would need to get off of it quickly if she wanted to avoid severe if not lethal injury. And as for Freya, while the crane was not going to fall on her, she would be able to notice the officer that was still pinned down, with another still trying to save him. Would she try to rescue these officers? Would she even be able to make it in time if she did?
Oh boy, so much is happening now! Here's the rundown for everyone:
Junko: Continue to fight Ace. Also, the ice thug has joined the scene, and his quirk makes the area within his range pretty cold. He has aimed some ice projectiles at you. The cops are trying to prevent him from joining with Ace and possibly making this a 2v1, but who knows how long (or even if) they can hold the thug off.
Also, you don't have to, but consider protecting the officers that Dr. Feelgood is trying to heal. More able-bodied cops means more help for you, after all.
Freya: Oof, some of your cop buddies got crushed. RIP. At least the ones who didn't are free to try to help you out, though. You can continue to fight Athenia if you want to.
But you can choose to save those cops who are about to get crushed by a falling crane. They're unlikely to make it out by themselves in time. A shame that the crane is too heavy to lift, though. Gotta be quick, tho. You don't have much time!
Athenia: You got the high ground! But with the crane moving and shots from the railgun damaging the crane and causing it to collapse, you might want to get off of there quickly if you wish to avoid serious injury.
Also, there are cops who are about to get crushed by the falling crane. You can choose to stop anyone from trying to save them if you wanna be mean. Or if Freya chooses to rescue them, you can take advantage of that and either try to get a free hit in on her, or try to escape.
Otome: You reached the cops! Assuming you don't do anything fishy, they'll see you as an unfortunate civilian in need of protection. But keep in mind that even they won't stop ice guy from trying to shoot an ice projectile at you. Also, Ace is there, so if she decides to spam her gas, watch out.
On the bright side, there are more cops heading your way to try to help you. They'll be there soon.
Ace: Oh goodie, a thug with ice armor wants to team up with you! Decide if you wanna ignore him and continue to fight Junko, or if you wanna help out the guy and make an ally.
Up to you who you want to attack/not attack. Current targets to pick from: Junko, the cops, the injured cops, Dr. Feelgood, his two assistants, Otome, ice guy.

Junko watched carefully, she was ready for any movement, but it seemed the villain just tossed the officer to safety. The policemen cheered on for Junko to arrest the villain. But Junko didnt let that get in her head, she focused on the hooligan villain. Soon, the green smoke was filling the air, gas was starting to cover the field. Junko had to step back to stay out of the gas cloud.
The villain took off her gas mask and began to talk. Junko did not want to listen to whatever propaganda bullshit she was spewing. So mid the villains speech, Junko used her electric whip to attack the villain from a distance. Or thats what almost happened as she instead had to avoid an ice attack. Once Junko quickly dodged, she furiously swung her whip at the ice man.Junko wanted to wrap her whip around the villain so she could give him a contolled shock.
In case of the villain avoiding the whip, Junko would just keep back and keep her distance from the dangerous gas. And if case that the whip successfully got wrapped around the villain or his arm or leg. Junko would make the whip send a controlled shock, it is something akin to a taser, delievering a sharp electrical current on impact.
She had to stop and arrest this villain no matter what
TLDR -Junko wanted to attack Ace mid speech -Had to cancel her attack to avoid ice projectiles -Instead directed her attack at the ice villain -She's mad -Junko wants to give the villain a controlled shock

GOD DAMMIT THESE CHAINS
Freya cursed in her mind as she failed to pin the slippery bitch into a wall. She got away and things were getting more hectic as she heard the radio go off about the ship. But she can’t do a damn thing about it and everything is going to shit so quickly. In that moment, she heard the cargo container fell and her heart sank as heard several screams of pain just now. Panic started to creep up on her as she is hoping that some of the cops she saw earlier were OK and not in the area. But considering the situation at and hand how her orders were to for them to standby. The reality of the situation is starting to set in as she had two choices and both of them are going to result in a lesson. Continuing to chase after the criminal is not the best course of action since she already escaped several attempts of suppression. If she goes now, she could save those who survived and deal with the repercussions later.
After a moment of deliberation… screw it, the villain can wait.
Freya chucks her shield aside and quickly started to focus all of her energy into her limbs and into her center.
-HELL BURST-
In a moment, a small blast of fire broke all the chains binding her and a mantle of fire started to flow behind her. She immediately chucks a few smoke bombs in the surrounding areas to cover her approach. Blasting off without a second thought as she made her way towards the place where the cargo container fell and it wasn’t a pretty sight. The splatters of blood and few limbs popping out from under the crate told the entire result. But there were some who could be saved as there was an officer whose foot was crushed under the damn thing. The other officers were chasing after the villains but with too many criminals around, there's not enough time to regroup. But she has to try god dammit as she immediately jets to the officer and helps the officer get his mangled foot out from under the wreckage. It wasn’t a pretty sight and she could only provide the most simple of first aid but there were others who were also injured few criminals attempted to sneak up on her but she wasn’t having as sent a good four to nine criminals flying in the walls and knocking them out. “Attention all units, several officers injured, I request to get the medics ready now ! I’ll escort them there due to the chaos ,Hellhound out !”, Freya says over the radio as she rallies up the remaining officers who can still fight to cover for the injured. With so many criminals out and about, they’re going to ambush a bunch of injured cops the first chance they get.
Freya chucks the last of her tear gas grenades into areas where criminals could be lurking and left a capable number of officers to go get em.” All units, be advised that a suspect with a chain quirk is still on the loose and I advise caution around the cranes and higher areas. Hellhound out.” She radios to all units to make sure that at least be on guard for the villian. She is doing everything she can possibly do to make sure that casualties are kept to a minimum. It was at this point she was wondering if she took on too much for this operation and maybe the officers lives would have been spared such a grisly fate. But there's no time to sulk in self pity as she has to focus on getting the injured out, now! “Any injured should be evacuated out and any remaining officers to cover them from enemy fire! We’re going now!” She would tell the remaining officers of the group.
Freya let the other officers capture the already incapacitated criminals as she carries the injured officer in her arms. She would fly away from the group and head for the area where the paramedics would be at. Let’s just hope she isn’t too late.
TLDR: -Broke the chains binding her -Threw away her shield which was already fucked at this point -deliberated on what to do -immediately goes off to help the victims of the cargo crate fall -discovers the officers and is disheartened by the two crushed -finds the one with mangled leg and helps him out -knocks out a good number of criminals while coverings for the injured -radios for medics and is resolved to get the injured out of the situation. -warns all unites to be careful of Athenia -uses the last of her tear gas to smoke out any remaining criminals -Carries the severely injured officer in her arms and jets off to get him some immediate attention.

Athenia was lucky enough to get out a squabble against this fire girl. It was too late for hellhounds to do anything now, thanks to Athenia nabbing the high ground. She was at an advantage, since having the high ground meant more leverage in the playing field. She needed to take a breather for a moment, and couldn't afford moving on the fight. If she did, she would only exhaust her energy while using her chains. It was an acceptable call on her part that she wants to get out of here. This place will go into shambles soon enough, and the thought of being bunched up with a bunch of goons in this climatic disaster is not on her menu. When she decided to stand and relax on the crane, watching the symbols of hope and justice scrambling around for dominance.
The crane acted strange, as she stood on it. The movement felt off, like it was trying to move. Before she realized it, the crane was about to topple over. What's worse is that if, Athenia bypass the thought of getting injured, and stayed on the crane. She will meet an inevitable pain, and the possibility of being caught. Thanks to the meddlesome work of that railgun. The crane couldn't support enough weight for, Athenia to waste enough time to sightsee the disastrous event. There wasn't anything that she could grab onto. The only option she had, was to jump near the area with the tracks, and the general direction of the warehouse. During the time that the crane was about to fall, she jumped.
She couldn't get a perfect land with the angle that she was in, and when she almost managed to jump off. Her body met the floor, as her right leg kicked off the ground, and her body lazily dragged itself to the point where her face met the steel part of the train tracks. The end result was that she was covered with dirt. Luck didn't play a huge part in her landing, but it gave her some time to get away from hellhound. Extending their range, as she was too occupied in saving her fallen compadres. Athenia didn't want to waste more time with a woman who can use fire.
TLDR
-Athenia didn't have a safe landing
She's currently in reach of the warehouse
She wanted to say good riddance, but hopes nobody else comes after her

Her moment of indecisiveness gave the villain on her trail the opportunity to catch up. Normally this would be a bad thing. It still was, but not was much as it could have been. If she was uncertain where to go from there, then a thug of lesser mental capacity was probably panicking a lot being thrust into an unexpected conflict with a lot of police and even heroes around. Otome had already calmed down by this point and paid attention to his actions carefully in case he proved stubborn an continued to go after her despite all that. It seemed the nerves got to the ice villain after all as he began to throw his projectiles wildly. Some at the police, some at the hero, and even one her way. Her back was against the container making it seem like she had nowhere to hide but this was actually on purpose. What Otome was hiding wasn't herself but her quirk. With her tail at her back, she pushed herself down with it, faster than she could have normally done by herself, to avoid the ice projectile. Afterward she scrambled to go to where the police were before the ice man could attack again. Luckily for her the hero actually went after the ice villain so that was additional insurance. She kept her handkerchief covering her face as the weird gas appeared again. She was keeping out of it's general area while moving but you could never be too careful. If things went well then she would come in contact with the police group and seek refuge there. She would fake a bit of coughing as she drew closer to make it more convincing she was just someone who unfortunately got mixed up in all this by accident. tl;dr Avoided the ice projectile by pushing herself out of the way with her tail from behind her back Decided to head for the police group while avoiding the gas Stats: Quirk (Strength/Durability/Regeneration) E, Range F, Mobility F

Ace did not seem to scare off the blue mutant, it was quite vexing as it was against Ace's ideals to hurt those that she did not see as a tool to the system that she hated so much; especially someone that was a mutant. Why did she help protect a system that was against her, she could not comprehend the thought process of the blue mutant and why she did it. Then the scene of events changed, even more, reinforcements on the villain side come to her; some ice wielding villain that was buck shotting ice across the battlefield
She turned her head briefly towards the man and merely nodded his way as a way to quickly confirm that she would side with him for now, in hopes to get out of the situation. Ace raised her hands towards the blue mutant and yet again shot some gas her way before starting to retreat backward and towards the cops. "Lets take down the cops first then, if we can do that we will outnumber the hero", she told the ice guy and went towards the cops and began to shoot blasts of gas towards them with her palm to try and make then scatter away in fear using the encroaching gas as cover for her advance.
TLDR:
Shoots more F ranked gas at junko
backs off to regroup with ice villian
tries to flank the cops to make them have the number advantage.
