THE SHINAGAWA CONTRACT Exciting news has been circulating through Japan’s criminal underground. The word is, that right now, a the black market powerhouse Pluto is intending on selling a large deal of illegal merchandise to whoever can buy or earn it. Not just any merchandise, however. No, what’s set to explode into the market, is experimental military tech acquired from unknown sources! However, many are quick to make the connection to the one place someone could’ve gotten their hands on it:
Semper Fi.
The merchandise is set to be handed over to its new owners during a large operation in the Port of Tokyo’s Shinagawa Container Terminal. Before that, however, many elements of Japan’s criminal underground are invited to visit the docks beforehand, where Pluto and his associates are holding biddings and auctions for the technology, and where they and other villains can discuss how to best make use of it. Then, on the day of the ship’s arrival, those who got a deal get whatever they get could nab the rights to…
However, unbeknownst to them, the Public Safety Commission has caught wind of the deal. The current chairman has ordered a large-scale operation to intercept the military tech on the night of the trade, and return it to the government. Heroes are instructed to plan and scope out the environment alongside the Tokyo Metropolitan Police’s Special Assault Team, before they carry out the raid.
A third party is also planning their involvement. The Storm Knights, a major vigilante group, have received a leak from inside the government, and are interested in thwarting the villainous trade too, coordinating their fellow vigilantes to do so. Much like the Heroes, they plan to raid on the night of the deal. However, unlike the government, these vigilante groups are instead set on destroying the dangerous military tech, before it falls into anyone’s hands.
The stage is set, the actors ready. How this drama unfolds is up to the players themselves, as crimefighters and criminals alike battle over the mysterious and deadly weapons of war!
This is a 2x EXP event for all non-students!
From the 11th of October, any Villains/Vigilantes/Pro Heroes will be able to participate in the Shinagawa event area. All threads in this area will earn 2x EXP. During this time, any participants will also be able to request ST threads with the NPCs involved, listed below! For exact details on what your faction is up to in this time leading up to the event, see below as well.
You'll have until 25th of October to put up any threads in the 2x EXP area, and all those threads have to be completed by 1 month after this.
The finale for this event is the raid itself. More information will be released in due time...

SHINAGAWA
THE CITY OF TRAVELLERS The main area for the event is Shinagawa City, one of Tokyo’s special wards. It’s primarily known as an important travel hub in Tokyo, attracting many hotels, shops and restaurants for transiting travelers. This reputation is aided, in part, by the fact that Shinagawa is also the ward containing the Port of Tokyo’s oldest shipping terminal. This ‘Shinagawa Terminal’ is set to be one of the hotspots for the upcoming events in the subtle little city of Shinagawa… Of course, there are other attractions, for those who wish to spend their time differently. Food is plentiful and delicious, and there’s plenty of tourist traps to lull in the unsuspecting traveler! SHINAGAWA TERMINAL The oldest, but smallest terminal in the Port of Tokyo. Currently under the near-complete control of the black market magnate Pluto and his associates, and being used as the auction grounds for the upcoming ‘Shinagawa Contract’ that’s set to sell dangerous militech. Mercury, one of Pluto’s trusted employees, is set to be running the auctions, and is the on to speak to for anyone looking to get their hands on some shiny new toys - one way or another. Other options for those involved include various little get-togethers under the cover of night, where the villains make deals and trades and network in this little haven of theirs, as they all await the night where that cargo ship full of dangerous trinkets pulls in…
METRO POLICE - MINATO HQ Given the small size of Shinagawa’s own police presence, and the potential dangers of spooking their prey, the Pro Heroes and SAT units planning the execution of the raid are doing so within the much larger HQ in Minato, just to the northern border of Shinagawa. Here, all involved SAT units and Pros will be cooperating and coordinating for a number of activities leading up to the night of the raid itself. This includes strategising, information gathering, scouting, and various other covert operations in Shinagawa proper. Some Heroes, with a more stealthy persuasion, are even encouraged to see what they can gather from Shinagawa terminal itself… MADAME ITO'S The government aren’t the only one’s planning a raid, however. Thanks to an informative leak, vigilantes called upon by the Storm Knights will also be conducting their own operation on the night of the deal! To this end, they need their own base close to the port, and that’s where the affordable Madame Ito’s Inn comes in. The portly Madame herself doesn’t mind criminal elements staying at her inn, so long as they still pay, so will be hosting the vigilantes while they do their own preparation for the upcoming raid. This includes much of the same activities as the Heroes, alongside whatever else these crime fighting individuals want to do during their stay in Shinagawa.

VILLAINS
DESTRUCTION ON DEMAND You villains who are valued customers of the military tech auction! You'll be bidding for different bits and pieces with Mercury and her goons. During the event, various items will be on sale, including mundane things like antiques and legitimate art to illicit materials like drug and slave contracts and finally the end-tier items: materials from Semper Fi. You can also use the event as an opportunity for general networking and even a bit of partying on the side. The various deals will be how villains acquire their shinies, with everything else just being for the fun of it. NPCs
Mercury: A mysterious girl of unknown age and origin. She is well-known in criminal circles as the ‘public rep’ of the Plutocracy organization. Often found in various unsavory online chat rooms advertising and promoting the seemingly endless product line of her employers. Appearing in public is uncommon, but many of the big players in the crowd will know her by appearance alone. On the surface, Mercury seems to be sweet and bouncy, using cutesy manners of phrases and body language. She comes across as very unthreatening. Mercury is acting as the master auctioneer during this event. She is joined by a small handful of female auctioneers, who focus on much smaller sales in other parts of the auction area. Several personal bodyguards litter the grounds, unarmed but very imposing - despite wearing Mercury’s merchandise. Miso Mototo: A small-time pursuer of illegal high-end merchandise, the rush of being involved with various forms of crime as a form of excitement. He has plenty of capital and family wealth, always lavish and quicker to buy friendship or loyalty than earn it. Also carrying an aloof attitude and often not fearing punishment given his connections to official money and business. His only real worry is the tougher of the underground and not wanting to anger anyone where money and connections would matter little. In the meantime, he uses his money to get what he wants, whether that be rarities, drugs, people, or anything the mind or body desires. His Quirk backs up this playboy bad-boy attitude as well, given he has an extreme rock hardening like quirk that turns his body into solid gold. Hanon Nanami: Hanon is a standalone figure but she has an interest in especially finding new ways to make her life easier, and more fun. She likes to torture especially men because her quirk has a small percent chance of working on women. But not only that, she wants to grow, she wants to be bigger, if she could be hired by someone a little famous in the underworld, she would not mind using her charm for that. Her quirk is called the Siren Song, in which she hums a melody that makes people pay attention to her only, they basically only hear her song, her humming, if she stops humming it’s immediately broken but it’s basically shooting out a lot of pheromones and well isn’t she attractive? Her song lures in the heartbroken and lonely and of course those vulnerable, the ones in love and thinking about their lover for example. She believes that she rids the world of jealousy because if they are tempted by her song, that means they are tempted by life and she helps her sisters by killing their potential-cheating spouses. Tetsuo Maekawa: A lean man wearing what appears to be a punk-fashioned outfit, with a long coat hiding a stinger coming from behind. He is a hedonist seeking for the thrill, and what better way than to seek out high-end weapons and merchandise to either sell to other people at higher prices behind closed doors later down the line or use them himself? He makes his 'living' by stealing and selling while obliging in his hobby as a serial copycat killer of an old forgotten villain whose aesthetic he adores. Anyone that appears 'weaker' than him gets stabbed from the back. He seeks out any potential partnership with other well-known figures in order to get ahead in life and get in more trouble in the long run. Odd Eyes: A slender woman with slicked-back white hair, facepaint adorning her tanned face in tribal shapes and symbols. She is prideful and arrogant, and sees her herself far above the lowly lives that pollute the city. Her life belongs to a small spy organization that few have heard the true name of. They’re information gatherers - mere pawns that can be thrown around into dark corners. As long as they are competent enough to complete their eavesdropping missions, then they can remain in the walls of the sanctuary. However, their lives are forfeit. Odd Eyes is the second in command for this quaint group of nobodies, and she is one of the best at being unseen in a crowded room. Her Quirk is simple- as long as a shadow is nearby, she can slink into it and merge. Her body becomes one with the dark, unable to be seen by the naked eye as long as the shadow remains. She is also able to switch between dark spots, but only if the shadows of the things casting it to overlap. There is a reason that this woman is the right hand of their leader, and her Quirk is just that.

pro heroes
operation sea priest This is for all the government forces in the upcoming raid. Administered by the Public Safety Commission, a collection of Professional Heroes and police Special Assault Team units, alongside other officers, will be planning and executing the interception of the arms deal. This includes major players in the Metropolitan Police, and a handful of skilled Heroes. Heroes will be meeting up, scoping out the place, planning their attack, and trying to figure out just what is going to be traded at the docks, while also cooperating with the police Special Assault Team. Trying to ensure the success of what the Public Safety Commission is calling 'Operation Sea Priest'. NPCs
Commissioner Garo: To many he is a public figure for safety and protection for the entirety of Tokyo, being the Commissioner and the active leading commander of the top police forces he takes every action and reaction with an outmost high priority. He is a veteran in his records, but he has a charming social side to him, even to his fellow colleagues and close acquaintances. He wasn't chosen to be the commissioner without a good reason, he has numerous times been in the hot battle field himself rather sitting quietly in an office. He is the kind of man that will do his job as if it was in his blood, all natural and organic. But now in these times of increasing quirkers taking the stage with their intense passionate ideals he has to be cautious more than ever. He has yet to warm up to the upcoming heroes to this world, but he does not trust vigilantes, specially when it comes to organized missions with them trying to do his job. Despite being a quirkless old man, he is a force to be reckoned with, him and the entire police army. Kanae Gushiken AKA Tiger-1: Head of the Tokyo MPD Special Assault Team’s ‘Tiger Unit’. As the leader of one of the most elite SAT teams, she’s seen more than her fair share of action. However, in spite of this, she’s not quite as upright as her superiors, and maintains a friendly and hearty attitude with her squadmates. Scarred over her right eye, she’s not quite as capable as she was in her youth, but Kanae can still give many criminals a run for their money. Has a somewhat friendly if competitive disposition towards Pro Heroes. They do very similar jobs, she just wants to show off that pure grit and a good firearm can do what flashy superpowers can. Virtue: A mysterious and masked pro hero, with the appearance of a plague doctor who views this whole experience as a sort of 'experiment." Polite and calm, few things can provoke his interest. He likes to profile people, as if he were a psychologist conducting a sort of therapy session on people at all times. His quirk is a layer of goo that can separate and become the fearsome Among The Night, a large beast with glowing eyes that does most of the heavy lifting, although he is quite skilled with a sword. Kaiju King: The man already stands at an intimidating 2.13 meters (7 feet), but his Quirk is the most impressive thing about him. When filled with rage, Kaiju King is able to grow larger and larger without his control. It has destroyed many buildings in the past, which surely wasn’t good for his already fresh hero reputation. When his Quirk is ramped up, he can double his height with ease. Steam blows out of his mouth and nostrils, and he becomes both durable and strong on top of this. Unfortunately, though his hero name and appearance tells of a cocky man that declares himself ‘king’, Shuichi Okuda is far from it. The gentle giant finds it very difficult to keep his anger going, and the pacifist typically only uses his Quirk for rescue. Pixie: Small, blue and incredibly sassy. She has quite an attitude and is determined to do her job good. Her Quirk makes her pixie like with her being small and able to form water wings.

Those operating outside the law and seeking to stop the arms deal, while also destroying the dangerous equipment being peddled. Vigilantes will be coordinated by the Storm Knights, under the leadership of G and his fellow teammates. Of course, some may deviate from this, but the general aim is very similar to that of Heroes: Prepare the raid and do your best to break the tools of war that are being pedaled, while also carrying out whatever other justice you wish! NPCs Reaper & Scythe: A pair of delinquents/informants/recruiters working for G. Reaper is a wannabe gangster, he likes to act tough and intimidating but fails to see that what he does is opposite. He was pulled off the street to work for G, and shares many of his views as a result. Scythe is a bit smarter, if more manipulative. She herself is a faux villain to help G, despite disliking villains. Can be incompetent on her own, however, and a bit impulsive. Madame Ito: The owner of the inn at which the vigilantes planning their raid will be staying. A make-up clad middle-aged woman with a rough attitude and a high-and-mighty demeanour, though she puts on a smile for her customers. Has a surprising aptitude for working outside the law, and will proudly recite stories of her own troublesome youth. She’ll also happily tell any vigilantes about how much better things were back then, and is keen on encouraging today’s crime fighters to pick up the slack. This usually involves a fair amount of insults. Dharmapala An older woman who is never seen without her monastic garb, and usually wears a mask depicting the Bodhisattva Nio: A prominent figure in Japanese Buddhism. As one might expect, this vigilante has a spiritual side to her, seemingly of the firm belief that removing weapons of war from the equation is key to peace for all. A kind and friendly woman, if a secretive one, she will happily train alongside her fellow crimefighters, and even offer what bits of wisdom the spiritualist has. She’ll even show off her Quirk, if asked. A curious ability that lets her form limbs out of solid material she touches. Acid Rush: A man in his late twenties who is never seen without his lower face covered, whether with a high collar or mask. He’s the quiet type, typically following order and protocol when asked with a simple nod. Especially when it comes to G- the man who saw potential in him when he was at his lowest. Though, if what he always hides is uncovered, one might see why. The Quirk that man has overused over the years, one that emits a poisonous gas, has rotted and corroded his tongue, teeth, lips, and surrounding skin off. Though his Quirk is that of a villain, he is always willing to go above and beyond for what is right. Dr. Feelgood A mysterious doctor in his late twenties who usually operates in the shadows and is never without a mask to conceal his rather bizarre appearance. He is not a typical vigilante in the traditional sense, as he prefers to not fight directly, but has no problem throwing down if needed. His main role is to support and assist other vigilantes, whether it's to provide information, a place to stay, or some medical treatment. His quirk is a rather strange mutation, but the healing aspects of it is invaluable to his line of business.
